To accelerate customs clearance, please complete this declaration in English (preferably)or in a language accepted by the origin and destination. If available, you should provide importers' / addressee's telephone number and e-mail address. CN22 (Pos 401G) and CN23 (Pos 401C) serve the same purpose as customs declaration forms. Senders may choose to use CN22 (Pos 401G) or CN23 (Pos 401C) according to their specific needs and the requirements of the mail item.
To clear your item, the Customs in the destination need to know exactly what the contents are. You must therefore complete your declaration fully and legibly; otherwise, delay and inconvenience may result for the addressee. A false or misleading declaration may lead to a fine or to seizure of the item.
Your goods may be subject to restrictions. It is your responsibility to enquire into import and export regulations (prohibitions, restrictions such as quarantine, pharmaceutical restrictions, etc.) and to find out what documents, if any (commercial invoice, certificate of origin, health certificate, licence, authorization for goods subject to quarantine [plant, animal, food products, etc.]) are required in the destination.
An item is considered to be commercial in nature if there is a financial transaction between the sender and addressee associated with it.
A. Please complete sender's full name, address and customs reference (if any).
B. Please complete addressee's full name and address, including the destination.
C. Please indicate the importer's/addressee’s reference (tax code / VAT no. / importer code (if any)
D. Please indicate the importer's/addressee’s fax / telephone no. / e-mail (if known).
E. Give detailed description of each article in the item, e.g. "men's cotton shirts". General descriptions, e.g. "spare parts", "samples" or "food products" are not permitted.
F. Give the quantity of each article and the unit of measurement used.
G. and H. Give the net weight of each article (in kg). Give the total weight of the item (in kg) including packaging, which corresponds to the weight used to calculate the postage.
I. and J. Give the total value of each article (line item) and the total value of all articles (line items), indicating the currency used in both fields (e.g. HK$ for Hong Kong dollars). If no currency is specified, the declared value will be denominated in Hong Kong dollars.
K. and L.The HS tariff number (8-digit) must be based on the Harmonized Commodity Description and Coding System developed by the World Customs Organization. "Origin of goods" means the country/region where the goods originated, e.g. were produced/manufactured or assembled. Senders of commercial items are advised to supply this information as it will assist Customs in processing the items.
M. Give the amount of postage paid to the Post for the item. Specify separately any other charges, e.g. insurance.
N. Tick the box or boxes specifying the category of the item. ("Gifts (non-commercial)" is not an acceptable reason for export for commercial items.) "Commercial sale of goods (B2B)" is to be used only for items sent from one business to another business. "E-commerce goods" is to be used only for items sent as a result of an online (B2C) transaction.
O. Provide details if the contents are subject to quarantine (plant, animal, food products, etc.) or other restrictions.
P., Q. and R. If your item is accompanied by a licence or certificate, tick the appropriate box and state the number. You should attach an invoice for all commercial items.
S. Not required to fill in.
T. Your signature and the date confirm your liability for the item.
The general terms in the contents, such as "foodstuffs", "samples", "spare parts", etc., are not permitted.
The sender’s signature on the customs declaration serves as confirmation that the posted mail item does not contain any dangerous or prohibited articles as stipulated by international postal regulations. This includes explosive, flammable, corrosive, oxidizing, toxic, harmful, or any other hazardous items.
Sender should be aware of the latest requirement of documents and customs clearance procedures stipulated by customs in the destination. The customs in the destination may withhold and / or impose customs duties on any postal items as they consider lawful under the law of their own country. It is the responsibility of the senders / addressees to provide all the required documents for customs clearance of the postal item or arrange broker service if necessary. The customs in the destination will not inform the postal administrations, i.e. Hongkong Post, of the customs clearance information concerning the postal items.
