Road Cargo System "ROCARS"

Hongkong Post provides counter redemption services, value added counter processing services to Customs and Excise Department’s “C&ED” Road Cargo System “ROCARS” applications.

The ROCARS commenced its mandatory implementation on 17 November 2011. It enables registered shippers or their authorized agents to submit advanced cargo information of road cargo by electronic means.

Registration can be submitted online or hardcopy forms are obtainable from 12 designated post offices and downloadable from ROCARS website https://www.rocars.gov.hk/en/Download.html. Hard copy of the registration form should be submitted to the C&ED by:

• Post to P.O. Box No.38, General Post Office; or
• Fax to 2364 9772 / 2365 9755; or
• Dropping it into the collection boxes at 12 designated post offices or any of the ROCARS Registration Centres.
