  1. Which types of mail items can be sent via EC-ship?

    Senders can send following mail items via EC-ship:

  2. How can senders segregate e-Express+ Service to the US items?

    As usual, a sender enters information such as the sender's and recipient's name, address, estimated weight, etc. However, he is also required to specify a valid ZIP code in the recipient's address field. Unless a valid ZIP code is specified, a shipping label cannot be generated on EC-Ship. EC-Ship will assign a mail item to an applicable Office of Exchange of the US according to the ZIP code.

    Customers are required to segregate mail items to New York (JFK) and others (including San Francisco (SFO), Los Angeles (LAX), Chicago (ORD) and Miami (MIA)) by referring to the indicators on the shipping labels. To facilitate processing by HKP's staff, mail items of the same Offices of Exchange may be contained in a box or bag.

  3. Can Speedpost account senders redeem the bonus points under Speedpost Bonus Point Scheme with the postage for items sent via EC-ship?

    Speedpost account senders can redeem the bonus points under Speedpost Bonus Point Scheme by posting a Speedpost item via EC-ship. They can earn one bonus point for every HK$1 spent. Speedpost account senders are required to present a Speedpost Authorisation Card for registration of bonus points under Speedpost Bonus Point Scheme when posting items at the counter.

  4. Will the credit amount of a Speedpost account customer be deducted when he/she makes an EC-Ship payment with credit cards?

    Since the credit card account and the Speedpost account are two separate systems with no linkage, the credit amount of a Speedpost account customer will not be deducted or affected when he/she makes an EC-Ship payment with credit cards.

  5. What are the destination countries/service areas of EC-Ship?

  6. What is the delivery standard of the items sent via EC-Ship?

    The delivery standard is the same as those of normal Speedpost (Standard Service), Air/Surface Parcel and Air/Surface Registered Mail.

    The delivery speed is around 7 to 14 working days.

    *Subject to flight availability and progress of customs clearance and aviation security check, etc.
    *Sundays, public holidays, and days when Black Rainstorm Warning or Tropical Cyclone Warning Signal No. 8 or above are hoisted are excluded for the purpose of determining the date of posting or arrival in Hong Kong for all mail items and for performance measurement under the performance pledges.
    *Service Guarantee of Hongkong Post shall not apply to any interruption of service due to causes beyond Hongkong Post's control including, but not limited to: acts of God, disruptions in transportation networks, adverse weather conditions and pandemic.
  7. What are the specifications of an EC-Ship item?

    The sender should print an address label via EC-Ship Online Portal. The label should contain the sender’s and recipient’s addresses, an item no. barcode, a customs declaration form (CN22/CN23) and an air mail impression;

    A shipping label should be properly affixed to the front of each item;

    To ensure readability of barcodes, it is recommended that address labels should be printed with a laser printer;

    No postage stamp is required for mail items; and

    No item shall bear a return address located outside Hong Kong.

  8. Is there a minimum weight requirement for each item sent via EC-Ship Online Portal?

    No.

  9. Is there a minimum quantity requirement for each EC-Ship posting via EC-Ship Online Portal?

    No.

Preparation of Shipping Labels

  1. Is there a validity period for shipping labels created on EC-Ship Online Portal?

    Yes. Shipping labels generated will be valid for 90 days. Please ensure that a valid shipping label is used for posting. In case a shipping label expires, it can no longer be used.

    Any incomplete shipping label will be deleted after 90 days (from the first date that label is created and saved).

  2. Can senders upload a large batch of EC-Ship posting information in one file (e.g. an excel or a csv file)?

    Yes, 500 pieces of posting information at maximum can be uploaded each time.

  3. Can more than one shipping label be printed on an A4 paper?

    Yes, 500 pieces of posting information at maximum can be uploaded each time.

  4. Can more than one shipping label be generated at one time?

    Yes. A maximum of 20 shipping labels can be prepared for the same country/region at one time.

  5. Can senders change the design or size of an EC-Ship shipping label?

    No. Any change made to the design or size of an EC-Ship shipping label may render the system unable to read the barcode or cause delays in delivery.

  7. What payment options are available at EC-Ship?

    At present, EC-Ship accepts payment by credit card online, permit mailing deposit account (Require prior application with Financial Services Division of Hongkong Post) or by cash, EPS , Octopus, stamp, postage label, credit card, Faster Payment System (FPS) or e-wallet (Alipay, WeChat Pay, BOC Pay /Union Pay QR)at service counters.

  8. If senders choose to pay for postage by credit card online, are they required to use the same credit card for each postage payment?

    Senders may use different credit cards for each postage payment.

  9. Can senders cancel a paid shipping label before posting?
    • Yes.
    • The sender should go to “Edit/ View Shipping Label” page at EC-Ship Online Portal and complete the following four steps:
      • Step 1: Click “Pending for Posting”.
      • Step 2: Search for one or more shipping labels.
      • Step 3: Click “View” against the shipping label.
      • Step 4: Click “Cancel Posting”.
    • Generally speaking, if the sender cancels a shipping label and clicks the “Refund” button on EC-Ship Online Portal before 8 p.m. on the date of payment, his credit card account will NOT be debited by the credit card company. In other words, HKP will NOT charge the sender for the shipping label.

    If the sender cancels the shipping label and clicks the “Refund” button on EC-Ship Online Portal after 8 p.m. on the date of payment, his credit card account has been debited by the credit card company. In other words, HKP has charged the sender for the shipping label. As long as the sender cancels the shipping label and clicks the “Refund” button on EC-Ship Online Portal, he will activate the refund process on the system. The refund will be credited to the credit card account through which the payment was made within two to four months from the date of application.

  10. Under what circumstances may a sender apply for a refund for an item? And how may a refund application be submitted?
    • Refund of postage is applicable under the following circumstances:
      • A shipping label is cancelled before posting. Please refer to above question for details;
      • A sender pays for the estimated postage online, and the estimated postage falls short of the actual postage payable, resulting in an overpayment. The overpaid postage may be refunded.
    • Please follow the steps below to proceed with applying for a refund:
      • Step 1: Go to “Edit/ View Shipping Label” page at EC-Ship Online Portal
      • Step 2: Click “Cancelled”.
      • Step 3: Search for one or more shipping labels.
      • Step 4: Click “View” against the shipping label.
      • Step 5: Click “Refund” on “Payment Details” page.

    The refund will be re-credited to the credit card account through which the payment was made within two to four months from the date of application.

    What is the latest time of posting for items sent via EC-Ship?

    • For posting 20 pieces or more e-Express+ Service items, the latest time of posting is 4 p.m.
    • For posting 20 pieces or more Air Registered Mail, the latest time of posting is 4 p.m.
 

Posting

  1. What is the latest time of posting for items sent via EC-Ship?

    The latest time of posting for Speedpost varies depending on destinations. To ensure that the item arrives before the expected date of delivery, please check the latest time of posting of the selected destination country. For the latest time of posting for Speedpost to different destinations, please refer to Pos15A/1 for details.

  2. Why the latest time of posting is set for items sent via EC-Ship?

    To allow sufficient time for staff of post offices and Air Mail Centre to handle mail items and catch the scheduled flight, setting the latest time of posting is necessary.

  3. Do all post offices provide EC-Ship service?

    All post offices (except mobile post offices) can accept mail prepared by EC-Ship posting.

    If customers need to post mail in bulk, they can tender posting at a bulk acceptance post office counter.

  4. If details have been incorrectly inputted online, can they be amended manually on the printed shipping labels?

    Only the following two types of information can be amended manually on the printed shipping labels:

    Insurance details The sender can amend insurance details manually on the printed shipping labels. Counter staff will then input the updated information into the system.
    Item weight Counter staff will verify whether the postal information on the shipping labels is consistent with that of the actual item and also measure the weight of the item. The weight shown on the electronic scale of HKP shall prevail. Counter staff will input the updated details into the system and revise the item weight manually on the printed shipping labels.

    Both the sender and counter staff are not allowed to amend any detail other than the above two types of information manually on the printed shipping labels. Otherwise, the indemnity may be affected. Thus, the sender must ensure correct inputting of the posting information before posting is made.

  5. If the sender pays for a shipping label on HKP’s EC-Ship Online Portal, and notice a discrepancy between the declared item weight on the shipping label and the item weight shown on the electronic scale of HKP when posting an item, can the paid shipping label still be used? What is the handling procedure?
    • Yes.
    • In case the item weight shown on HKP’s scale is heavier than the declared item weight on the shipping labels and also the actual postage payable is higher than the amount paid by the customer online, post office staff will update the item weight details shown on the printed shipping labels for the sender. The customer has to make up the difference at post office counters by cash, EPS or Octopus (Only available in counters installed with Octopus facility).
    • In case the item weight shown on HKP’s scale is lighter than the declared item weight on the shipping labels and also the actual postage payable is lower than the amount paid by the customer online, counter staff will update the item weight details shown on the printed shipping labels for the sender. The customer can apply for a refund via EC- Ship online portal after posting.
    • In case the item weight shown on HKP’s scale is lighter than the declared item weight on the shipping labels and also the actual postage payable is lower than the amount paid by the customer online, counter staff will update the item weight details shown on the printed shipping labels for the sender. The customer can apply for a refund via EC- Ship online portal after posting.
    • The sender should go to “Edit/ View Shipping Label” page at EC-Ship Online Portal and apply for a refund for the paid shipping label. Please complete the following steps at the web page:
      • Step 1: Click “Posted”.
      • Step 2: Search for one or more cancelled shipping labels.
      • Step 3: Click “View” against the label.
      • Step 4: Click “Refund” at “Payment Details” page.

    It will take around two to four months (from the date a customer of submitting a refund request) for each refund application to be vetted. Once the application is approved, a refund instruction will be issued to the credit card bank for further processing. The refund will be re-credited to the credit card account through which the postage payment was made.

  6. Will senders be issued with a Certificate of Posting for EC-Ship posting?
    • Senders will also be issued with a consolidated posting receipt at the counter for record purpose.

Insured Mail Service

  1. Can senders purchase extra insurance option for items sent via EC-Ship?
    • Senders can purchase extra insurance option for most items sent via EC-Ship.

  2. What are the indemnity terms for Air /Surface Registered Mail, Speedpost (Standard Service) and Air /Surface Parcel items sent via EC-Ship?

    The terms and conditions of indemnity for Speedpost (Standard Service), Air/Surface Registered Mail and Air /Surface Parcel are applicable to Speedpost (Standard Service), Air /Surface Registered Mail and Air /Surface Parcel items sent via EC-Ship respectively.

  1. What is Bulk Mail Service?

    Hong Kong Post provides the following bulk mail services. The services offer various options for posting bulk mail to cater for the different needs of customers.

  2. What are the benefits of using EC-Ship to prepare bulk posting form?

    By using EC-Ship, the preparation of bulk posting statement will be more efficient and accurate. After input the posting details in EC-Ship, system will calculate the postage and validate the posting data automatically. Also, EC-Ship supports "Copy" and "Batch Upload" function to facilitate posting statement preparation. Besides, customers can make use of the user-friendly system functions to manage their posting records under their online account.

 

Types of Bulk Posting

  1. What types of posting method are supported?

    There are three options available, namely Permit Mailing, Franked Mailing and Postage Prepaid.

  2. What is Permit Mailing?

    Permit Mailing enables business bulk mailers to lower operating costs and save time. A permit indicia will be printed on each item. No postage stamp is required.

    To use permit mailing, simply apply for a Permit Licence with a unique Permit Number from Hongkong Post. Applications can be approved within one working day. Payment of postage can be made by cash or EPS. You may also prearrange with Hongkong Post Financial Services Division to pay by cheque or through a Hongkong Post Deposit account.

  3. What is Postage Prepaid?

    Postage for standard bulk mail items can also be prepaid. Currently, only local bulk mail and general bulk mail item allow postage prepaid.

Prepare Bulk Posting Statement

  1. How can I use my permit account when preparing permit mailing bulk posting statement?

    First, you need to login to EC-Ship and then associate your permit account by supplying the Permit No and its activation code in "My Permit" page. After the association, you are able to select the permit no. when preparing your bulk posting statement.

    The activation code is provided by Hongkong Post and has been mailed to you before. If you didn't receive or lost the code, please contact hkpo@hkpo.gov.hk.

  2. How to prepare a bulk posting statement which is going to pay by a Comprehensive Deposit Account(CDA)?

    To use a Comprehensive Deposit Account(CDA) to pay the bulk mail postage, please associate your Comprehensive Deposit Account to your EC-Ship account first.

    When preparing the bulk posting form, no matter you are posting permit mail or postage prepaid mail, please select your Comprehensive Deposit Account number in section "Permit/Account No."

  3. How to prepare a bulk posting statement which is going to pay by a Postage Prepaid Account?

    To use a Postage Prepaid Account to pay the bulk mail postage, please associate your Postage Prepaid Account to your EC-Ship account first.

    When preparing the bulk posting form, after select "Postage Prepaid" in section "Type of Posting", please select your Postage Prepaid Account number in section "Permit/Account No."

  4. How long will EC-Ship keep my bulk posting records?

    Incomplete (Pending for Info) posting will be kept for 30 days. Completed posting records will be kept for 6 months.

  5. Why I cannot find my bulk service when preparing bulk posting statement?

    The selection of bulk service is based on the approved service(s) of your associated permit account, comprehensive deposit account (CDA), private franking machine or postage prepaid account. Please make sure you have associated the account already.

    After association, you can check the account approved bulk service(s) in the corresponding account page under [My Profile] > [Hongkong Post Account]. If you find any problem in the approved bulk service(s), please contact us.

 

Bulk Posting Procedure

  1. What is the Bulk Mail Posting Procedure?

    The following procedure is applicable to Local Bulk Mail, Bulk Air Mail, Lightweight Air/Surface Mail Items, Periodicals Service and General Bulk Mail Item Service:

    Step 1:

    Prepare Posting Summary

    Sender should prepare the bulk posting summary in EC-Ship platform.

    • In EC-Ship platform, click "Prepare Posting Summary" under section "Bulk Mailing Service".
    • Select Bulk Service, Type of Posting and input consignment details in "Prepare Bulk Posting Summary", and then click "Continue".
    • Provide the Contact Information and Agent Information (if applicable), and then click "Continue".
    • Check the posting details in "Service Confirmation", and then click "Confirm".
    • The posting summary has been created, sender can print the posting summary for posting. Please use laser printer to print the posting summary to ensure readability of the barcode.

    Step 2:

    Segregation

    The bulk mail items should be bundled, boxed or enclosed in mail bags according to different bulk service's segregation requirements. To understand more on the segregation requirements, please refer to Post Office Guide and Hong Kong Post Website.

    Step 3:

    Counter Acceptance

    Please bring along the following items to post in bulk acceptance office

    • Segregated Mail Items
    • Posting Summary prepared in EC-Ship
    • Permit Authority Card or Account Authority Card (If Applicable)

    Payment must be made at the time of posting. Pending payment for bulk mail items will not be accepted. Bulk mail items are subject to checking by the respective Bulk Acceptance Offices and mail processing centres. In case the postage paid falls short of the required amount, the sender shall make up the difference immediately upon notification.

  2. After preparing a bulk posting statement in EC-Ship, do I need to prepare Pos487 form for posting?

    No, you don't need to fill in Pos487 form anymore.

  3. How to handle the bulk posting statement at counter if the actual posting quantity is less or more than that input in EC-Ship?

    The posting information, such as quantities, weight can be updated during the acceptance at counter. And the updates will be reflected in the receipt issued at counter.

 

Postage Prepaid Account

Understanding Postage Prepaid Account

  1. What is Postage Prepaid Account?

    Postage Prepaid Account is designated for customer to use prepaid bulk posting. A Postage Prepaid Account number is starting with prefix PP.

  2. Can I update my postage prepaid account information in EC-Ship?

    You cannot update the postage prepaid account information in EC-Ship. Please contact Financial Services Division to update.

Associate PP Account to My EC-ship Account

  1. How to associate postage prepaid account to My EC-ship account?

    In [My profile] > [Hongkong Post Account] > [Postage Prepaid Account], you can click "PP Account Association" on the left and then enter the your PP account no. and the activation code.

    The activation code is provided by Hongkong Post and has been mailed to you before. If you didn't receive or lost the code, please contact hkpo@hkpo.gov.hk.

  2. How to remove postage prepaid account linkage?

    In [My profile] > [Hongkong Post Account] > [Postage Prepaid Account], you can choose the postage prepaid account number from the "My Postage Prepaid Account" list on the left, and then click "Dissociate this PP Account from EC-Ship" in the postage prepaid account detail section. Finally, click the "Dissociate" button in the confirmation dialog to complete the dissociation.

    You cannot cancel the dissociation once the linkage is removed successfully. If you would like to associate the permit account again, please click the "PP Account Association" function again.

View Invoice and Payment History

  1. How to view my postage prepaid account invoice and payment history?

    If your Postage Prepaid Account has a deposit or credit account, you can view the invoice and payment history information in "History" under "Postage Prepaid Account" You can click "view" to check the invoice detail. If you want want to view more invoices, you may click "View all".

  2. How long of my account invoice and payment history can be view in EC-Ship?

    You can view the invoice and payment history for the past 12 months.

Comprehensive Deposit Account

  1. What is Comprehensive Deposit Account?

    Comprehensive Deposit Account is designated for government department to use bulk posting, purchasing stamps and re-setting the private franking machine service. A Comprehensive Deposit Account number is starting with prefix CD.

  2. Can I update my comprehensive deposit account information in EC-Ship?

    You cannot update the comprehensive deposit account information in EC-Ship. Please contact Financial Services Division to update.

  1. How to associate comprehensive deposit account (CDA) to My EC-ship account?

    In [My profile] > [Hongkong Post Account] > [Comprehensive Deposit Account], you can click "CDA Association" on the left and then enter the your CDA number and the activation code.   1. What is Permit Account?

    Firms who regularly have large quantities of commercial printed papers such as catalogues, prospectuses, price lists etc. which are excluded from the bulk rate per bag may apply to the Postmaster General for a permit to imprint a Postage Paid design on the envelopes of wrappers. The addressed items may then be handed in at a designated post office without further need for postage stamps or other indication of payment. A permit account number is starting with prefix PM.

  2. Can I update my permit account information in EC-ship?

    You cannot update the permit account information in EC-Ship. Please contact Financial Services Division to update.

Associate Permit to My EC-ship Account
  1. How to associate permit to My EC-ship account?

    In [My profile] > [Hongkong Post Account] > [Pemit Account], you can click "Permit Association" on the left and then enter the your permit number and the activation code. The activation code is provided by Hongkong Post and has been mailed to you before. If you didn't receive or lost the code, please contact hkpo@hkpo.gov.hk.

  2. How to remove permit linkage?

    In [My profile] > [Hongkong Post Account] > [Pemit Account], you can choose the permit no from the "My Permit" list on the left, and then click "Dissociate this permit from EC-Ship" in the permit detail section. Finally, click the "Dissociate" button in the confirmation dialog to complete the dissociation. You cannot cancel the dissociation once the linkage is removed successfully. If you would like to associate the permit account again, please click the "Permit Association" function again.

View Invoice and Payment History
  1. How to view my permit invoice and payment history?

    If your permit has a deposit or credit account, you can view the invoice and payment history information in "History" under "My Permit". You can click "view" to check the invoice detail. If you want want to view more invoices, you may click "View all".

  2. How long of my account invoice and payment history can be view in EC-Ship?

    You can view the invoice and payment history for the past 12 months.
