The new arrangement is applicable to situation of buildings where nest letter boxes are installed on the ground floor. For mail items requiring door delivery or when a postman is barred from access to the delivery address (e.g. management office denies access to a postman when failing to get into contact with the addressee), the new arrangement will not be applicable then.
