The Need for Cooperation

Around the world, postal services are looking at their business platforms and adapting them to the changes the digital age has brought with it. They seek to maintain the commercial viability of their networks while ensuring businesses remain relevant to the communities they serve. More than ever, cooperation at global and regional levels is vital to the ongoing development of the world's postal systems.

Building Relationships

As digital technology continues to impact our traditional postal business, Hongkong Post is working closely with overseas postal administrations to optimise opportunities as they arise. Business is fostered through bilateral agreements and by participating in international forums where new business opportunities are explored and ideas are exchanged.

Assisting with Industry Change

Hongkong Post is a leading participant in two key international organisations – the Universal Postal Union (UPU) and the Asian-Pacific Postal Union (APPU).

Established in 1874, the UPU, with its 191 member countries is the primary forum for cooperation among postal sector players and helps ensure a universal network of up-to-date services and products. Hongkong Post is one of seven members of the UPU's Express Mail Service (EMS) Cooperative Board, established in 1999. EMS, known locally as Speedpost, is a priority mail service for documents and merchandise.

As co-chair of the UPU's Letter Mail Product Development and Marketing Group, Hongkong Post works to improve global letter mail services to customers and generate greater traffic by developing new letter post products. Hongkong Post continues to serve as a member of the Steering Committee of the Terminal Dues Work Group, which is tasked with designing a new Terminal Dues System scheduled for implementation in 2014.

The APPU is an inter-governmental organisation of 32 postal administrations across the Asian-Pacific region. Its aim is to extend, facilitate and improve postal relations between member countries and to promote cooperation. Hongkong Post is one of seven members of the APP Cooperative Management Board and, since November 2007, has held the Chair position on the Board.
