With Hongkong Post Circular Service you can pinpoint exactly where your circulars are distributed. There are two options you can choose from, depending on your targeting needs:

Standard Circular Service allows you to target both residential and commercial customers by geographical areas of your choice.

Premium Circular Service allows you to target residential customers using precise segmentation tool of neighbourhood types (classified by an advanced cluster analysis named Mosaic* using government statistical data), by geographical areas. You can either:

1. Select your preferred Mosaic type(s) directly from 28 unique Mosaic types based on the household characteristics; or
2. Select your preferred demographic and lifestyle characteristics from a list of census criteria. We can identify which Mosaic types match your chosen criteria best for direct mailing.

For accumulated postings with quantities of 200,000 items or above in a calendar month (irrespective of the number of calendar days in that particular month), you can enjoy special volume discounts – 5% discount for 200,000 up to 500,000 and 10% discount for more than 500,000. To enjoy the discounts for accumulated postings in a calendar month, please send the completed application form with the original copies of the posting receipts to our Financial Services Division within 15 calendar days following end of the calendar month. Simple 1-2-3-step Procedures for Posting Circulars

Procedures	Description
Step 1: Preparation of Mailing List	Sign up for a user account at Hongkong Post Circular website (www.circular.hongkongpost.hk). Upon successful sign-up, you can check out the posting quantities required for your target area with the aid of our user-friendly searching tools, by keywords, districts, or map; or For assistance, please contact 2921 6526
Step 2: Submission of Application Form with Specimen for Approval	Submit application form and specimen online at Hongkong Post Circular Service online system (www.circular.hongkongpost.hk); or Application form can also be obtained from the acceptance offices of Circular Service or downloaded here. Submit the completed form and specimen to any of the designated post offices* by hand or fax. Download the service application form (POS 691)
Step 3: Posting of Circulars	Post your printed circulars at the acceptance offices of Circular Service approving the application. Please present the approved application form and pay the postage at the time of posting.

Things to note when preparing your posting

Payment	Cash, cheque* or EPS * With prior arrangement with the Hongkong Post Financial Services Division by telephone on 2921 2244 or 2921 2245.

"No Circular Mail" Opt-out Sticker Scheme and Exemptions

Circular mail will not be inserted into any delivery point labelled with a "No Circular Mail" sticker.

Senders must include the following statement in their circulars:

"If you would like to opt out from receiving circular mail, please place a "No Circular Mail" sticker on the letter box. The stickers are freely available at all post offices, Public Enquiry Service Centres of District Offices as well as estate management offices of public housing estates and selected private residential developments. However, circular mail posted by the Government and related organisations, Legislative Councillors, District Councillors, election candidates and charitable bodies eligible for tax relief under Section 88 of the Inland Revenue Ordinance are exempted from this opt-out scheme."

Exempted senders could choose to deliver their circular items to all delivery points or those not bearing the "No Circular Mail" stickers. If all delivery points are chosen, the word "EXEMPTED*" should be printed beneath the indicia in the top right corner of the circulars, and the remark below should also be included at the bottom of the same face (or overleaf):

"* This mail is eligible for exemption from "No Circular Mail" Opt-out Sticker Scheme."

For those charitable institutions choosing to deliver their circulars to all delivery points, they are required to produce a copy of the Tax Exemption Certificate issued by Inland Revenue Department under Section 88 of Inland Revenue Ordinance when submitting a posting application.

Final decisions on all exemptions are subject to the discretion of the Postmaster General.
